    This special issue has followed up the 1st International Conference on Supply Chains held at October 1-2, 2010, in Katerini, Greece. More than 400 attendances, 100 presenters of research papers, and 6 keynote invited speakers, have participated in the 2-Days Conference that it has been embraced positively by the academic and business community. 80 research papers of them went into the review process (20 had to be either rejected at an early stage, because of a lack of relevancy to the conference topics or presented as posters). Then, each of the 80 papers was reviewed by a minimum of two reviewers. In total 160 reviews were collected in a double-blind review process. Finally, 10 papers were accepted and submitted for the final review process in order to be published at the OSCM International Journal.

  3. A Decision-Making Framework for the Optimal Selection of Suppliers

    As supply chains continue to globalize, the need for robust supplier qualification and supplier selection and evaluation programs becomes increasingly critical. In this context, this paper aims to present a methodological approach for the optimization of the procurement processes in today’s globalized supply chains. More specifically, we first provide a categorization of the relevant past research efforts, and then propose a generic methodological framework for the supplier selection and supplier evaluation problem. This framework is constituted by a five phased conceptual decision-making methodology that outlines the whole life cycle of the supplier selection and evaluation processes. In addition, we provide a new analytical goal-programming model for the initial selection and the periodic re-evaluation of suppliers in today’s globalized environment. This mathematical programming model is based on newly developed and integrated real world supplier quality indices.

  4. Base-Stock Policies for Two and Three Stages Serial Inventory Systems with Stochastic Demand and Replenishments

    In this paper the impact of pure base-stock replenishment policies on performance of multi-echelon supply chain networks is being examined. Specifically, we try to evaluate cycle inventory, service level, fill rate, work in process, given the replenishment policy. Serial supply chain systems are being studied; such inventory systems receive inventories from only one source and send inventories only to one receiver. The demand and the replenishment process are stochastic. The replenishment processes follow the Erlang distribution. The external demand is distributed by pure Poisson process which means that the amount that each customer asks is one unit. The supply network is modeled as continuous Markov processes with discrete states. The structures of the transition matrices of those systems are explored and computational algorithms are developed to generate them for different values of systems parameters. Mat lab software is used for any computation.

  5. Examination of the Interrelation Among the Price of the Fuel, the Cost of Transport Freight and the Profit Margin

    The investigation of the variation of the prices of fuel and their interrelation with the cost of hauling freight and how this effects profit margins for various freight transports (ie. carriers), is of great interest for all players in the supply chain (suppliers, manufacturers and carriers). Although supply chains may vary from country to country, the end result will help establish trends that can be used to further identify links between various markets both domestically and internationally. This paper aims to examine the interrelation of the daily price of fuel, the cost of hauling freight from various US geographic locations and the profit margin that various freight haulers may have thereof. Data for the three aforementioned variables will be analyzed over a period of 4 years. The conclusions of this work can be helpful in the cost accounting of provided logistic services from a company concerning the prices of oil, aiming to help the company check the costs and the margin of profit. The conclusion of this work will help various players in the supply chain determine how the chosen variables affect net profit.

  6. Optimization of Recyclables Collection Processes

    In the last decade environmental concerns, legislative measures and growing public awareness about the environmental consequences of waste disposal and extraction of natural resources have led to an increase in recycling and reuse efforts. However, both recycling and reuse require appropriate reverse logistics network structure, as well as adequate realization of logistics processes in such a network. The focus of this paper is to consider the problem of waste materials collection processes, which comprises pick-up recyclables from collection points and transferring them to a recycling facility. Because the recyclables value is relatively low, realization of reverse logistics processes, particularly those related to its collection, introduces the relatively high costs. On the other side, efficient and cost effective recycling in treatment facilities requires adequate supply with collected recyclables. Therefore, having in mind experience from forward supply chain management, and potentials of joint coordination of transportation and inventory decisions, this research introduces planning methodology to optimization of recyclable collection processes. That is, our intention is to propose modeling approach that simultaneously considers collection vehicles scheduling, and recyclables inventories optimization. Furthermore, as some of recyclables could be hazardous materials, risk minimizing criterion has been also considered.

  7. Trade Facilitation and Supply Chain Network Design

    World trade has expanded rapidly over the past decades. Low production costs in developing countries, along with cost efficient logistics networks have led to the allocation of manufacturing plants in offshore industrial sites. However, lengthy customs’ clearance and service time delays and thus lengthy and highly variable lead times can undermine the efficiency of offshoring within global supply chain networks. Nearshoring, namely the practice of allocating manufacturing capacity next to the demand points, is a corporate response to such concerns. The purpose of this paper is to provide a quantitative strategic decision support methodology that captures the impact of the variability of order lead time demand on supply chain network design while further identifying: (i) the optimal mixture of nearshore/offshore production allocation capacity and (ii) the radius in the hinterland within which a global company can penetrate markets according to the entry point’s customs efficiency. Various "what-if" analyses are conducted in order to explore the sensitivity of the production allocation mixture and the trade-off between travel distance and customs efficiency. The usage of the proposed methodology is demonstrated through its application on an appropriately simplified problem instance, while obtained managerial insights are discussed.

  8. Environmental Sustainability through Clothing Recycling

    This paper examines the process of achieving environmental sustainability through recycling of textile wastes. The recycling of textile waste can serve as a mean of providing solutions to many financial and environmental problems such as high cost of waste disposal and diminution of natural resources. The benefits and problems of this exercise are also highlighted. There are benefits to all three aspects that define sustainability: economical, social and environmental but there are also negative aspects too. The conclusion drawn is that the recycling of waste is of huge benefits especially in solving the numerous environmental problems and boosting the nation’s economy. To quantify potential ecological benefits and economical effects of textiles waste recycling, the paper proposes modeling framework which makes trade off between costs of reverse network for textiles waste establishing and operating, and its effects on the virgin materials consumption, land use reduction, employment increase, and resold wearable textiles earnings.

  9. Costing Logistics Services

    Third Party Logistics (3PL) providers’ paradigm has grown into a critical and common strategic approach, due to the benefits of the outsourcing model. Over the past two decades, 3PL’s sector has played a critical role in the Greek economy. Logistics providers have extended their scope beyond traditional transportation and warehousing activities to also include many other main logistics services such as procurement, distribution, inventory management, packaging, and order processing services. In the services-oriented business sector (in general) the realization of the true costs of the provided services is a critical success factor. Specifically, a 3PL company by assessing the costs of services can confidently pursue the logistics objective of providing desired customer service at the least total cost. This paper presents and evaluates the costing systems that the 3PL’s companies have used. It is based on a survey that is focused on logistics providers in Northern Greece. This survey aimed at first to identify the adopted costing system, to assess its significance for both the provision of services and the designing - redesigning of services’ portfolio, to estimate the degree of satisfaction by top managers, and to recognize the problems regarding the existing costing system such as the non-value added logistics services.

  10. City of London 2007-2010 Green Public e-Procurement Project-Results & Perspectives

    After years lagging behind Scandinavian and other European Cities, in 2007, the city of London took the courageous initiative to transform itself from a follower to a leader and advocate of Green Public Procurement. In this paper, now that enough data is available, we present how the 2007-2010 Green Public e-procurement project was structured; the goals, accountabilities, results of the procurement portfolio-analysis, the significance of business transformation with e-procurement, the local performance Indicators which were used and the initial spend results of the project. Looking forward, reference is made to planed actions since 2009, regarding the future implementation of European Green Procurement directives and best practices from the supply-chain domain. Today, Green Procurement is the central core of the new centrally managed public e-procurement strategy of the city of London which promises to yield significant cost savings and improved efficiencies in the 2010-2013 timeframe.

  11. Simulating the Effects of Risk Occurrences on a Hazardous Material Transportation Model

    The present paper explores the effects of different risk incidents on a Transportation Model developed for HazMat (Hazardous Materials) shipments. The particular objective of this study is to elucidate the effects of occurrence probabilities of the different risk events on the transportation model featuring total transportation cost. First, the present research study addresses the problem of identifying and evaluating various risk factors that influence the HazMat transportation network. Next, a modeling framework for HazMat transportation is proposed as a special case of the traditional transportation network in the presence of risk-informed safety constraints that need to be satisfied. A comprehensive characterization of the underlying risk profile that is probabilistically realized through appropriately conducted Monte Carlo simulations that capture the effect of underlying irreducible uncertainties associated with the main risk-drivers is followed by the proposed solution approach to the corresponding minimum cost flow network problem while reducing risks at the desired levels. In order to examine the impact of the occurrence possibilities of different risk events on the transportation model, appropriate parameterized simulation work is carried out, resulting in identifying release probability zones and safe network configurations that correspond to certain low-risk levels and degrees of risk-related uncertainties. These simulation studies help making informed decisions on optimal transportation configurations for ensuring safety in hazardous material shipments. Finally, the presented methodological framework demonstrates its potential usefulness in making risk-informed decisions while transporting goods and classes of materials that can be potentially proven dangerous to public health and ecosystem functions.

  12. The Impact of 360o Supply Chain Integration on Operational and Business Performance

    Supply chain integration has been a topic of significant academic interest in the operational research discipline for the last few decades. Several scientists have conducted surveys investigating its relationship with operational and / or business performance. The present paper aims to explore supply chain integration on a 360 degree radius, thus, suggesting a Conceptual Framework that accounts for all aspects that have been neglected by most researchers. The introduction of the terminology “3600 supply chain integration” is being attempted on the basis of a literature review that accumulated measures and concepts used in the past into a holistic Conceptual Framework that aims to provide a guideline towards integrating the supply chain processes of a company. The examination of the proposed Conceptual Framework was made with the use of a structure questionnaire. The questionnaire was distributed to a group of Greek manufacturing companies. The empirical data were analyzed using the “Structural Equation Modelling” technique. Results offer both theoretical and empirical evidence.
